Programme Support (M&E) Officer

About the role

The Programme Support (M&E) Officer leads programme monitoring, including the collection, cleaning, processing and analysis of monitoring data, to support timely programme adjustments and alignment with WFP corporate standards. The role also covers evaluation support and contributes to evidence-based decisions on policy, strategy, programme design and implementation. The position is based in Tehran and is open to candidates regardless of background.

Key responsibilities

• Monitor and evaluate: help develop M&E plans and strategies, budget for M&E costs, and feed back on findings so that follow-up actions are taken.
• Build M&E capacity of WFP staff and partners through training and information sharing.
• Support the development of inter-agency monitoring, reporting and evaluation frameworks, including UNDAF-aligned ones.
• Monitoring: support the Theory of Change at CSP design stage, ensure CO monitoring systems meet corporate standards, draft regular monitoring reports, conduct monthly remote monitoring calls and field visits, and run Post-Distribution Monitoring and process monitoring.
• Coordinate monitoring during emergency responses and rapid assessments, and represent WFP in inter-agency monitoring groups.
• Data: support monthly and periodic data entry in corporate systems such as COMET, maintain monitoring databases, dashboards and tracking tools, and integrate accountability to affected populations, gender, protection, disability inclusion and conflict sensitivity into monitoring.
• Evaluation: support decentralized evaluations under the WFP Evaluation Policy and DEQAS, and centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluations.
• Contribute monitoring data and analysis to donor reports, annual reports, country office reporting products and fact sheets.
